Additionally, it's important to understand what a Bulletin is. In GovDelivery, a bulletin is the message sent to subscribers. To send a message, you must create a bulletin and choose the topics it will cover. Topics are the "lists" of subscribers. Subscribers can join these lists themselves or be added by topic administrators. Therefore, messages are not sent to individual users but to all subscribers of the relevant topics.
