Security Camera Policy
Overview of Policy
This policy governs the use of mounted security cameras and remote monitoring systems in Borough buildings, vehicles, and properties to enhance safety and security while respecting privacy. Security cameras may be installed in public areas such as entrances, hallways, lobbies, parking lots, and Borough vehicles, but are strictly prohibited in locations where there is a reasonable expectation of privacy (e.g., bathrooms, locker rooms). The policy also outlines restrictions for vehicle cameras, emphasizing legal compliance and privacy protection when capturing footage on private property, with access to such footage limited to authorized personnel only.
Key procedures include mandatory signage notifying the public and staff of camera usage, strict controls on installation and access, and secure storage of video footage for at least 30 days in accordance with retention schedules. Only authorized personnel may review footage, and requests for access must follow formal procedures. The policy addresses confidentiality, legal responsibilities, and disciplinary actions for breaches.
For further details or to request footage, employees must contact Human Resources, while external requests are handled through Public Records Requests. The IT Department manages system installation, maintenance, and access controls, ensuring compliance with Borough standards and legal requirements. This policy supersedes the previous version dated December 1, 2023.
