Description of service:
To request leave donations for a leave-eligible employee on approved family medical leave (AFLA and/or FMLA) who lacks sufficient personal leave to cover their absence, or for an employee in leave without pay status who is on bereavement leave.
To qualify for leave donations, employees must have exhausted all available leave and have a critical need for time off from work due to:
- Employee qualifies for Family Medical Leave (FML) due to a serious health issue, as defined under state and federal family medical leave regulations, involving them or a member of their immediate family.
- Employee is in leave without pay status for bereavement leave, due to the death of family member, as defined under Article 29.
Before submitting this request:
All requests should come from an employee's supervisor. Tickets will be routed through the employee's director for final approval before processing. If you are the employee requesting a donation, please reach out to your supervisor to start the ticket.
How we process this request:
Human Resources (HR) will assess the employee’s available leave in relation to the anticipated time off, defined as the period during which the employee is unable to return to work, which may extend only through their next scheduled medical appointment. Based on this assessment, HR will estimate the number of hours needed. If the requested hours exceed this estimate, leave donations will be solicited only for the necessary amount. Upon approval, HR will distribute a leave donation request to all regular Borough employees.

Additional Information:
For bereavement leave, donations will only be accepted up to the amount requested, not to exceed forty (40) hours. All leave time donated to another employee becomes the property of that employee. No reimbursement of leave time will be made to employees who donate their personal leave, unless the amount donated is in excess of the amount requested. Employees donating paid leave time should do so without an expectation of having any of the donated time returned to them.
